Counsel Support Staff Committee

The Counsel Support Staff Committee shall take into consideration the interests of support staff and, through a commentary, provide proposals to the Executive Council and report to the General Assembly on all matters affecting the support staff.

Michael Herz

Chair

​Michael Herz was called to the Bar of England and Wales in 2010 and has worked, for the past eight years, in international criminal justice. He is currently a legal officer of the Office of Public Counsel for the Defence at the ICC, assisting defence teams appearing before the ICC on a daily basis and generally promoting defence rights within and outside the Court. Prior to this, he has worked for the prosecution at the ICTR, the Appeals Chamber at the ICTY, and the defence at the SCSL and ECCC.

Haydee Dijkstal

Haydee Dijkstal is a US attorney practicing international criminal and human rights law before international, regional and domestic courts. Her practice has included work before the ICC, ICTY, SCSL, African Commission and Court on Human and Peoples’ Rights and UN Working Group on Arbitrary Detention. She has been a member of legal teams representing parties including the defence, victims and Governments before the ICC and other courts, and currently works on the legal team representing victims of the Gaza Freedom Flotilla and legal team representing Palestinian victims before the ICC.

Chloe Grandon

I am French lawyer at the Paris Bar since 2012, and have practiced before the ICC since November 2014 on the Defence for Bosco Ntaganda. Prior to that, I worked at the ICTY, both in Chambers and on a Defence team. I also worked in a Parisian firm for two years on criminal and civil law cases. These professional experiences follow an academic background in international humanitarian law and international criminal law. Since 2015, I have been committed to addressing issues regarding the status and rights of people working on ICC defence teams.

Dr Bande Gulbert Mbah Tarh

Dr. Bande GMT has a wide-range of dynamic experiences arising from his interdisciplinary training in natural and socio-legal sciences. He is a Lecturer in the Department of Legal Studies, a Practicing Lawyer and a Mathematics Educationist. He holds a Ph.D. in law, a DEA in International Business Law, an LL.M in international law, a Master in Political Science, an LL.M in Business Law, and an LL.B (Hons) from the University of Yaoundé II - Cameroon. He equally holds a Legal Practitioner’s Qualifying Certificate from the Nigerian Law School, and a holder of the Secondary and High School Teachers’ Diploma (DIPES I and DIPES II) in Mathematics from ENS Yaoundé - Cameroon. He has also published several articles in well-known international journals. He is an International Legal Practitioner, member of the National Postdoctoral Association (NPA) - USA, the Cameroonian Bar Association (CBA), the Nigerian Bar Association (NBA), the African Bar Association, the International Criminal Court Bar Association (ICCBA), and is an Accredited Consultant of Public Procurements, Human Rights and Environmental Protection in Cameroon. He has been a visiting research fellow for the Research Excellence Fellowship in the Department of Legal Studies - Central European University (CEU) - Hungary.

Thomas Obhof

I started at the ICC as an intern with the OPCD. Since then, I have worked on the Defence Teams for General Ali, President Kenyatta, Charles Blé Goudé and currently for Dominic Ongwen. During my tenure at the ICC, I have spent much of the time conducting in-country investigations. When I am not working, I enjoy fishing, skiing and working in my father-in-law’s garden. I have a Bachelor of Science in Biology, an LLM and Juris Doctor. I am a registered attorney in the State of New York (practicing out-of-state).
